Any one clarify me

the answer given is 1 and 4

is it correct?

Yes it's correct. <required> is sub-element of <attibute> and <tag> is sub-element of <taglib> element. Others are sub-elements of <tag> element. Follow this url for list of tags and their subelements of TLD.
