META-INF inside war file

Is it mandatory to create a META-INF directory while creating a war file

Well, since a WAR is a JAR, and all JARs will have a META-INF directory, your WAR will too. Besides that, there's not really a reason to bother with it. But it should be there. I'm not sure what happens when the META-INF directory is gone.

It's not considered a valid war file. Besides, you can use META-INF in your war file, to hide resources you don't want users to see, although the WEB-INF is usually used for that.
