Filters may be used to create request or response wrappers?

I just finished reading chapter 13 of the HFSJ book. One of the questions at the end of the chapter is whether or not this statement is true:
"Filters may be used to create request or response wrappers"
I'm somewhat confused by this statement. Is it referring to wrapper classes? or objects? The answer seems to indicate the latter (wrapper objects), but that does not sound right, as you can create wrapper objects (technically speaking) in any java code. Any help is appreciated.
