Can doStartTag() return SKIP_BODY when body-content is defined as tagdependent?

The return value of doStartTag() doesn't depend on body-content value of the tag. So the answer is Yes.

one thing to remember though, if the body-content is empty, doStartTag() must return SKIP_BODY. If you return EVAL_BODY_INCLUDE or EVAL_BODY_BUFFERED, you get an error
