How to pass request time value to jsp:include

I had this question in Whizlab simulator that asked me to choose the valid
way of invoking <jsp:include> standard action.

The simulator chose <jsp:include page="% pageName %" /> while I picked <jsp:include page="<%= pageName >" />.

Can someone explain yhy the former invocation is legal whereas the latter one is invalid?

HFSJ does not have similar example for reference.

Please advice.

The question should be related to xml ducoment. This syntax work in JSP xml document.

HFSJ does not have much coverage on JSP XML document.
