The standard paths are:

$CATALINA_BASE/shared/lib/
$CATALINA_HOME/common/lib/
/WEB-INF/lib/ [in the WAR file]

Note that $CATALINA_BASE on shared hosting systems often refers to the ISP's root Tomcat installation and therefore it would not be possible to utilise the Shared class loader. Generally, only classes which are required for Tomcat should be put in Shared.

For resources which need to be accessed across multiple applications, use the Common class loader.

For resources specific to an application, use deployment in the WAR file.

And by the way, you could just have easily found this out yourself by looking at the Tomcat documentation:

http://tomcat.apache.org/tomcat-5.5-doc/class-loader-howto.html

Tomcat docs are very accessible.
