I have declared this in web.xml, but it doesn't make any impact... (I have tested it with Tomcat)

<jsp-config>
<jsp-property-group>
<url-pattern>*.jsp</url-pattern>
<el-ignored>true</el-ignored>
</jsp-property-group>
</jsp-config>

any idea? is it working well in other container?

but isELIgnored=true is working properly in jsp pages.

Ir works all right.
Maybe you'll have to make Tomcat recompile your jsp pages, because as long as they're not retranslated, the changes won't take effect.
