Don't have the book, so I can't tell for sure, but I guess that they are using Java's logging API (http://www.onjava.com/pub/a/onjava/2002/06/19/log.html) or maybe log4j.

Its using ServletContext.log(String) API.

According to the API, the name and type of the servlet log file is specific to the servlet container.
About Tomcat's way of logging, you can refer to the docs:
http://tomcat.apache.org/tomcat-5.5-doc/logging.html
