According to book, Filters may be used to create request or response wrappers (PN 703- Q-5).

But, my understanding is saying that case should be reverse.
Because we are creating wrappers which are used to create (request or response) filters. It means, wrappers may be used to create request or response filters.

Please clearify it.

No - I think the book is right - I think you're reading too much into the question. All they're saying is that because you can insert a filter into the processing chain between the server kicking out a response and that response getting to the client, a filter provides you a convenient "point in the processing" at which to instantiate a Wrapper.
