When specifying the <taglib> elemnt in the deployment descriptor is it mandatory that the <tablib-location> has to start with a /WEB-INF/....

Can we put the tag libraries in some shared location or pick it from some other place that is not concerned with project root

Yes, web containers usually have a common directory where you can put your libraries in. For example, in Tomcat 5.x, there's common/lib.
