HFSJ - Mock Up Q22, including static content

taking HFSJ mock up exam I noticed that there might be a mistake in the given answers in the answers of question 22.
It asks for, how you would include static content in a JSP.

One of the answers is (Answer C):
using <jsp:include action...

As far as I know, static content should be included using the include directive. Sure, you can also include it at runtime with jsp:include. But this question explicitly asks for including static content. Furthermore, using a RequestDispatcher is considered wrong (Answer D), which would be an include at runtime.
