auth-constraint combinations question

The following is the auth-constraint combinations rules in HFJS:

1.If each block declare a list of users, the allowed users are the UNION of the two lists;
2.If one auth-constraint has a wild-card role-name (*) : ALL users are allowed;
3.If one auth-constraint is empty (<auth-constraint/> : NO user allowed;
4.If one has NO auth-constraint block : ALL user allowed.

The question: what priority of the second, the third and the fourth?
