SCWCD has a pre-req of SCJP. I'm SCJP 2 (v1.4, 10/2001).

If I want to take the SCWCD this year, or 1Q 2008, do I need to "re-certify" as SCJP?

I was SCJP 1.1 and I didn't need to re-certify when I took the SCWCD exam this year.

I was certified SCJP in 1999. I took the SCWCD exam 3 months ago and did not have to re-certify the SCJP. As long as you are in their database, you will be fine.
