The actions performed in a jsp:useBean action are:
1. An attempt to locate an object based on the attribute values id and scope. The
inspection is done synchronized per scope namespace to avoid non-deterministic
behavior
.

If the scope is not specified jsp:useBean will search only in pageScope to find the Bean, not in the other scopes.is it true?

Yes. If you don't define the scope explicitly, it will default to "page".
