It is given tld can be placed in any subdirectoru under WEB-INF.
Can tld be placed in WEB-INF/Classes or WEB-INf/lib

Fine, before you try with your sample application as Vassili suggested, what *could* be appropriate? Just make a guess!

I tried tld in classes folder
the code was running properly.
