Are these true about WAR file?
A.Web container must serve the content of any META-INF located in a WAR file.
B.Web container must allow access to the resources in JAR in the web application library directory

if the request is from the client (means using browser) , it cant be served .
Any of the files under WEB-INF and META-INF directory are not accessible directly by the client. They should acess via the application.

But part of the web application can access both the things.
