TO gets rid of the fine-grained remote requests and that reduces network traffic.

This is true, It says it increases the network traffic if we are sending lot of requests for the small data and not the whole chunk of data.TO's main purpose is to get bunch of data at one go.Thats it..So here the catch is its saying it increases the network traffic more if we call TO for small data and not get all the data as a big chunk

When you are using TO the object is already in your local JVM so you dont make any remote calls once you get back the TO in your local JVM
Disadvantage is you may have stale data.
