which one is correct

<form-error-page>/error.jsp</form-error-page>

Should start with / if files are in the web application root.

if no slash where the container will refer

If without slash, It will give an exception.
/ means start finding the files from the root of your application.
webapps --> rootOfApplication

root + append + /login.jsp --> root/login.jsp

if you do not put slash then

root + append + login.jsp --> ??
