Not knowing how betas are normally handled with regards to Australia's test centers... to answer the questions:

* Time - Because it does. I got my kit about a week after we knew the pass/fail, but only received my score recently. It took about four weeks, iirc, and I live on the US East Coast.
* Normal time - Normally, you get the exam score and report as you walk out of the test room. Betas are different, as they've not developed the scoring or such yet when you take the tests.
* Posting from? - No idea, with regards to Australia.

It is sorta covered in the JavaRanch Style Guide.
