I was less than impressed with the whole registration/download process too for developer certification. I hope someone at Sun is at least a little embarrassed that the process of purchasing isn't completed online. First I called Sun to purchase the "assignment", then I had to call back 4 days later when I still couldn't download the assignment. Fortunately I was transfered to someone who knew how to give me immediate access to download the assignment... seems to me Sun would want to show they can implement an ecommerce website.

Perhaps they implemented it using ASP.

I registered for it recently, as well, and did run into some problems -- namely, that they didn't get around to enabling the download until I complained about it to that who2contact email address.
Also, even when the download WAS enabled, they screwed it up somehow, because IE 4 got errors trying to pull down the file -- I only managed to get it when using a Netscape browser.

Sun is in the process of moving from perl to jsp. that is why
their website's are off a bit.
