Can i sue Sun for Breach of Contract

Sun sent me a letter through a representative dt 13th of September 2000 and stated thus
You are allowed one resubmission of the assignment at no charge if you fail. If you need to resubmit more than one time, you will need to contact the Sun registrars to pay an additional $125 fee for each subsequent submission. (to find Sun Registration number closest to you
Based on this e-mail i bought the coupen and have an invoice dated 11th of October.
Now they say i have failed.
I want to undertake a resubmission of the assignment which was promised free at charge at the time of buying the coupen. But now they say this
You will need to purchase resubmission rights from Sun India and they will then
contact us regarding resetting your permissions in the database.
Effective October 1, 2000 if you need to resubmit you will need to contact the
local Sun office to pay an additional $125 fee for each submission.
A simple question
Can i sue sun for breach of contract ???
