Advice for DatabaseException Class

Could any body advice correct utilization of DatabaseException class ?
I have kept it as it is�. and also not able to utilize it in my methods �
Can any body guide about best practice to use this class given in assignment ?
I do understand that without using this class one can handle errors. But I would be happy if somebody guide me for better way. (because examiner might be interested in seeing how best are we utilizing given class ? )

I almost finish my assignment and I used this class for throw or handled errors especially in local mode.
