Incorrect wording in spec's - any suggestions?

For the UI the specification states:"The user must be able to DESCRIBE ENTER the string value "any" for the orinin,destination,or both, so as to implement a wildcard-like feature". Does this mean "describe OR enter", "describe/enter" or should "describe" not be here? The difference in a word here could make the difference between, say, a dropdown or a string field.
