Lock the whole database

One of the requirements is to provide a means to lock the whole database [ie lock(-1)]; Implementing that is fine, but is there any reason why a client would want (or need) to lock the whole database? I can see the server locking the whole thing for integrity check, writing to backing store, etc., but are we expected to devise some use for the full lock or just provide the capability?

Not for the client, just for the server shutting down.
