I ahve read the javaranch's FAQ:

and somehow could not find whare are member ratings, and how I may enable/use html formatting

Member rating's are turned off because we thought they were stupid. HTML is enabled in some forums. When you pst a message, you will see a little note syaing something like:
HTML is enabled
UBB Code is enabled

Enabling HTML caused conflicts with posted code and so was disabled in forums where code examples are frequently posted.

I wish you'd disable smilies in those same forums -- or at least in the XML-related forums.

That's not nearly as simple as disabling the html.

IMHO HTML deserves more...
I have experience that unwarranted smilies appear in unexpected places even when they are disabled
