Do I need lock mechanism in local mode?

I viewed many posts in this and found many said they didn't implement lock mechanism in local mode.However I think if there is one more client been start up, are they thread safety?

Think about this: can you guarantee that nobody else would ever have concurrent access to those records in your data file? And not just because *you* know that you're not starting any more clients, is the data itself absolutely guaranteed not to be accessed by anything else? Should it be?
Should the fact that you're accessing a database over a network vs. local impact that?
That is your decision to make...
[sorry for the fuzzy answer; technically my group cannot post any suggestions about the project, only ask the questions that might help spur your decisions... remember, the developer exam does NOT have One Right Solution.]
