You hand and mind and a good text editor. For this assignment you really shouldn't use an IDE. Two reasons.
First is that an IDE can put in proprietary code that is not allowed in the submission. Or they write code in such a way that you would never have coded, and you would have to go into the code and rewrite those parts.
Second, and for me the most important, not because this will have you lose the most points, actually the first reason will have lose the most points. But because I really see this assignment one of the best learning experiences in Java. You will learn a lot more if you code your GUI from scratch. It will be cleaner and easier to read, and you will fully understand Action Events, Listeners, MVC Pattern, Layout Managers, JTables, JButtons, JComboBoxes, and some great coding standards.
Now, I will not say that you won't pass or learn things by using an IDE, I just think you are missing an excellent opportunity to learn and become a better programmer.

Hi Mark,
Thank you for clearing everything.
I was actually unsure about using IDE.
I comply with your statements and will write code all by myself.
Once again thank you very much.

Hi Mark,
I am using SUN ONE as an editor, not as IDE. I am writing my own code, but using the tab setting environment of SUN ONE. I am thinking that SUN ONE is following some java coding standards like documentation, tab, and indentation settings. But I am careful about those version control files that SUN ONE generate.
If I am wrong, please let me know good text editor.
Thanks in advance
