I would want this certification, but I do not know well the englich language. It is very penalizing a essay written in a bad English?

I don't think you will be marked down for bad English. In fact you will probably get more out of the project than someone with English as their first language.

Hi Andrea,
Welcome to JavaRanch.
I think the "essay" is a misnomer. When you do the exam, you will be asked 4 questions which will be on items that you (should have) covered in your design documentation.
To give one really obvious example, you have to choose between RMI and Serialized Objects over Sockets for the assignment. You should put in your design document which one you chose and why. In the exam you may get asked which one you chose and why did you choose it? So you answer the question in the exam the same way you wrote it up in your design documentation.
From comments by Sun, I understand that they do not want huge amounts written in the design documentation. I would therefore recommend that people write bullet points in the design documentation. This is easier for those who are not comfortable with English, and will be easier to do the same thing in the exam.
