Hi HaoZhe,
This happens to everyone.
According to the JavaRanch SCJD FAQ:

Help - I cannot upload my assignment
This is a very common problem. The first day you try to upload your assignment, you will get an error saying that you don't have permission to upload the assignment. When you see this error you should also see an address to write to in order to get your permissions updated (mailto:SunCert@prometric.com). By the next day you should be able to upload your assignment.

And all you need to do is write to them, telling them your Prometric ID, and ask them to update your permissions. When you try to do the upload, it gives instructions on the upload page.
Also according to the same FAQ:

Where can I find information on Cost / Location of exam sites in <your country>?
  • Go to http://www.2test.com
  • Select your area of study (hint: IT)
  • Choose your country and state if applicable and click "Next"
  • Click "Schedule an appointment"
  • Select "Sun Microsystems" from "Client", and "Sun Microsystems (310,311)" from Program and click "Next"
  • Read the information on Sun (NOTE THE CONFIDENTIALITY CLAUSES) and click "Next"
  • Select "310-027 -- SUN CERTIFIED JAVA DEVELOPER" - The price should be displayed at the bottom of the screen
  • Click "Next"
  • See the listing of the testing centers in your Country.

  • (I think that Prometric has added an extra screen, so someone will have to update our instructions, but you should still be able to find it).
Melbourne is a pretty big place, but assuming you mean that you are in the city itself, there are a number of sites:
  • DRAKE INTERNATIONAL

  • 5TH FLOOR
    60 COLLINS STREET
    RESERVE BANK BUILDING
  • New Horizons Computer Learning Centre

  • LEVEL 2
    31 QUEEN STREET
  • MONASH UNIVERSITY - CITY OFFICE

  • LEVEL 10,
    190 QUEEN STREET
  • ADVANCED TRAINING

  • Level 3
    85 Queen Street

These are all in the city itself. I have a vague recollection of there being at least one site on St Kilda Road if you are in South Melbourne, and there are other sites in the suburbs / major cities in Victoria.
    Good luck.
    Regards, Andrew
