"It must allow the user to search the data for all records, or for records where the name and/or location fields exactly match values specified by the user."

Would you read this to state that all rooms must be shown, regardless of 48 hour rule of bookability; or only bookable rooms?

Would you also read this to state that if one criterium matches exactly, the other may match partially?

I read it as the former, but I have a check box as a criteria to switch between all records and bookable only records. It seemed sensible if the aim is to for a CSR to be able to book a room.

I read it as only exact matches but they can be for either, neither or both criteria.

Do you think reading it as to show only bookable records and documenting it will do?

No, as I said, as I read it they want ALL records, this is how I originally had it. I then added the checkbox criteria to also provide only bookables.

Others may have other opinions.
