All configuration must be done via a GUI, and must be persistent between runs of the program. Such configuration information must be stored in a file called suncertify.properties which must be located in the current working directory.

what does it mean?

I took it to mean that any configuration information for the Client and/or Server (database file location, Server IP, Port number) should be saved in the properties file, which will then be read the next time the Client and/or Server is run so that the user won't have to re-enter the same information every time the application is run.

So I will do it like this:
1 >java -jar runme.jar XXXX
I will show configuration UI.
read from sunceriry.properties file,
if file not exist,create one.
2. When click OK button,save configuration into the file,
then go on to main UI.

Is it right?

Siripa, what you can do is upon the startup of the client and server, have some popups to get the user to input the desired configuration information, and then when all the information is read in, connect to the server/start up the server with the information input by the user.
