DB Design question ?

If Local database is mentioned.
There may be a possibility that the local database may be on a n/w accessable to many people and many clients could use via n/w path. This means multiple Database management systems running on multiple JVM's along with standalone clients

should i consider this in the design ? or just assume that in standalone mode the database file is accessed by one and only client. This will make the system unusable because of limited porpose.

if i do consider, then can i perform some form of locking on the DB file itself so that other clients cannot access ?

This is not clear in the req's
please throw some light on this scenario

literally in my specs:

You may assume that at any moment, at most one program is accessing the database file; therefore your locking system only needs to be concerned with multiple concurrent clients of your server

i am doing the same assignment, URLyBird. i need to read the instructions again and again to get more clarity so that i don't waste time witing more code and functionality than needed.
