Do we need a command that creates a new file in the UrlyBird Assignement?

There are no requirements to create a new file, you only need to implement methods provided by DBMain or DBAccess interface.

Saying that I have written a simple command line application to help unit testing which enables me to create and update records (If you do this make sure you've got a backup of the original file!). However I will not submit as part of the application.
