My overall jar file i want to submit is about 1.5 MB.If a connection problem
happened during the submission,can i upload the file again, and is there a
limit to the file size???

it is preferred that you keep it below 1 MB. You can work out the uploading but it is on a case to case basis so i would not depend on that. I think if all goes well you can drop in a mail to the suncert and take a copy of that mail to the exam site.

what makes it so big?
Do you have a lot of big, uncompressed, graphics for your buttons? If so make them smaller, well compressed PNG for example.
Or did you for some reason turn off compression when building your jars?

I have screen shots for the userguide.But i reduced the size of the images.The file size now is below on 1 MB.
