How to get binary data

How do I determine the 0's and 1's of numbers and characters? If I understand this I will understand bit shifting better.

for certification study, I have to say dont worry much about it. The questions about bit shifting are written so that you can figure out the right answer without having to go into details. You do need to know what 2's complement notation is but you wont have to translate numbers(you can solve it by process of elimination). There is a rule for figuring out negative numbers, I think you reverse all the digits and add 1(perhaps someone else knows this rule better). I got no questions on unicode(or what character is what number) on the real exam.
