See if you have already bought the voucher, then I don't think that any prometric testing center should refuse for the test, if the seat is not already booked by somebody else.
However, if you are talking about buying a voucher, then yes, there are times when the prospective candidate has to wait for some time. I received my voucher after 15 days of payment. I registered my test seat 15 days in advance. No problem was encountered at all. And as the above message points out, tell a bit more about what the councillor said to you.

PS: I bought my voucher from INT South Ext. (New Delhi) and gave the test in NIIT, Safdarjung Development Area. (New Delhi)
