Two of the most popular books are.
A Programmer's Guide to Java Certification
by Khalid Azim Mughal, Rolf Rasmussen
The Complete Java 2 Certification Study Guide: Programmer's and Developers Exams (With CD-ROM)
by Simon Roberts, Philip Heller, Michael Ernest, Roberts et al
Which one is best could be a long debate depening on personal choices. Personally I think you can use either book along with Java Language Specification from Sun website.
