Can someone tell me whether the Chapters 12 + 13 from JLS r important from JCP Point of view.

Hi Shah,
Sections 12.4, 12.5 and 12.6 are useful as you need to understand how classes are initialized and finalized.
Section 13 isn't really necessary although it doesn't hurt to read through it.
