java.net.SocketException on Java Web Start

I have a program used to connect a web service via https, and it works on every PC when it runs as a normal application. But if I deploy it to Java Web Start, it can only run on my PC. I will get the following error messages if it runs on the other PCs:
[SOAPException: faultCode=SOAP-ENV:Client; msg=Error opening socket: java.net.SocketException: SSL implementation not available; targetException=java.lang.IllegalArgumentException: Error opening socket: java.net.SocketException: SSL implementation not available]
at org.apache.soap.transport.http.SOAPHTTPConnection.send(SOAPHTTPConnection.java:354)
at org.apache.soap.rpc.Call.invoke(Call.java:248)
But I'm sure I have copy jsse packages into jre/lib/ext.
Do I miss something?
