does it get any permission to allow client access host db or client db?

yes, an application can access a db even if it is started through javaws. you have to set the all-permissions tag in the jnlp file (see the jnlp spec for information or some sample jnlp file).

You have to deploy signed jar files. JavaWebStart will ask the user on the first startup if it wants to give all permissions to the application. (It discourages the user to do so, though. Maybe it helps to provide a valid certificate for signing the jars.)
