I'm trying to make my program as widely available as possible, especially to people who can't be expected to type a command in order to run it. I expect that most people who will be interested in the program will not know a thing about java. I think what I need to do is to make the virtual machine as transparent as possible. The application is distributed via web, so I'm not going to be there to show users how to run a program.

I think that it wouldn't be asking too much of users to download the JRE first, but it would be great if after doing that, they could run it with Java Web Start.

My web page is on an Apache server, so I might be able to set the MIME type for JNLP, but before I go through all that, I'm discouraged because I'd be circumventing my host's distribution scheme and thus he would have little record of the activity with my program.

I can't even remember if Java Web Start comes automatically with the JRE.
