How to improve initial download time of CAB files

In one of my projects, I have a large cab file that I would like to send to certain people on a CD for instance and have them manually install it so that when they go to the html it will see that the cab file has already been downloaded and won't try to download it again.
I know that you can't just take the CAB file and copy it into the program files/download directory because it needs to be added to the registry as well. So you need to install this CAB file in order for it to work properly.
How do I do this?
