Static pages faster than dynamic pages: why?

So it goes that static content is faster than dynamic, why is that so. I believe if there is lot of static content then that will involve disk reads and as such performance may not be exactly fast.
Looking for your view.

You can cache static pages just like you might cache dynamic ones.
