Please let me know a good book on portal devlopment using Java/J2EE
which talks about decoraters, theme, access level security and all related stuff.

My signature links will take you to my JSR168 Portlet development book. It has had rave reviews on Amazon.

Some of the things you mention fall more into portal admin, as opposed to portlet development. You might want to look for a portal admin book as well.
