Changing links to call local copy?  RSS feed

I need some help .... I have made a local copy of a URL and its links. My problem.... how do I change the links such that when the link is clicked upon, it does not go to the net, but get it from the local?
For e.g. : www.nbci.com has a link to http://www.rsac.org/ratingsv01.html by clicking on some icon. I have downloaded both www.nbci.com and http://www.rsac.org/ratingsv01.html. How do I change the linking such that when the icon is clicked, it will call the local copy of http://www.rsac.org/ratingsv01.html and not the internet copy.
Any help would be appreciated.

If they are both in the same directory, simply edit html file that you save for www.nbci.com and remove the http://www.rsac.org/ from the link.
