activate server by client in socket program?

As I knew so far, the server is always running and listening to the request from client in socket programming. Is it possible that let the client program activate the server program?
For example, I try to write a chat applet (client side) in my homepage, but I don't know how to keep server running in my homepage host. So I want to put the server class in server side from where the applet will be loaded. Once the applet is loaded in client side (browser), can I just let the client activate the server program?
