Reading remote filesystem

These questions may sound trivial...
How do I read files on a remote system? I need this for
my trivial remote file editor -- user should be able to
pick file he/she wants to edit.
Another question:
how do I include a password in ftp URL? According to IETF (or
some) spec, the FTP URL looks something like:
ftp://user assword@host/...
The problem is that my
password has '@' character!

Here are a couple options.
1. Make the files public available on Web / Ftp server.
2. Make the files available on web server using Http authentication or on Ftp server using username/password authentication.
3. Write a servlet which upon authentication allows users to retrieve files which may not be available off of your web root.
4. Write your own server to handle this.
