I'm not an expert on this subject, but my understanding is that TCP (Transmission Control Protocol) is a protocol which allows two computers to maintain connection streams. The protocol assures that packets will be delivered in the order they were sent to the destination computer, and that if a packet is lost the destination computer will request that it be resent. IP (Internet Protocol) is the protocol which concerns itself with the individual packets and how they get routed through the internet. TCP actually runs on top of IP on the internet.
