windows xp SP2 connection refused

Network programs that I wrote several years ago, no longer work in a Windows xp environment. Specifically, using the file protocol with URL.

When attempting to connect to the remote file, a ConnectionRefused Message is generated.

The firewall is turned off. The share point has been created - with appropriate permissions. The network guys don't know what to do.

BTW, the folder and the files appear on the remote machine's browser, but not with Java.

Any suggestions on what might be wrong?
