The Jakarta Commons FileUpload library can be used to implement the server side of HTTP file upload. I don't see why it shouldn't work over HTTPS just as well as HTTP. It comes with a number of examples that show how to use it.

The download could just be trggered by a link, which when clicked causes the server to stream the bytes of the file to the client.

It is sorta covered in the JavaRanch Style Guide.
